Report describes how refined experimental detector-computer system designed to provide automatic surveillance, control and evaluation is used to automatically evaluate freeway traffic operations throughout each rush period; two examples describe traffic operations near each extreme of range for rush-period flows; severe accident example illustrates value of operational surveillance.
