Traffic regulation and control are essentially communicating with drivers; present communicating procedures are one-way -- to driver; improved efficiency in traffic management will require better processes for traffic engineers to determine and analyze conditions of street system; improved means of communicating are vital to improved operation; ultimate system will be one which permits drivers to make known their destination and to receive up-to-moment guidance on best route to follow; automated control of vehicle will have place in system.
