Recognizing that freight transportation has not been effectively treated in urban transportation planning process, this paper presents conceptual model of freight movement system; through use of this model, some factors to be considered in evaluation of planned improvements in urban freight movements are developed, and some broad categories of improvements and several specific innovations which may merit detailed consideration are presented.
