Editorial comment on presidential address before Institute of Transport; much good would arise from careful examination of road and rail costs for similar service before any large expenditures of capital were undertaken; in order that any improvement may be utilized in best possible way, real partnership is necessary between those with generalized knowledge of supply and those with particularized knowledge of demand, so that new idea may be correctly applied.
