Approach is based on Saturn carrier vehicle family; development sequence envisioned starts with Mercury capsule, proceeds to variable lift/drag capsule used as orbital return vehicle, to nonrotating earth-assembled 6- to 10-man laboratory, defined as orbital one-piece satellite; design criteria considered for latter: orbital selection and control, general layout, control systems, crew engineering and life-support systems; equipment and logistic support.
