In order to ensure the advancement of road transport modernization, the paper establishes a structure model of road transport modernization using “business module-dimensions-subsystem-based indicators” and analyzes the overall level and obstacles of road transport modernization through state evaluation and diagnostic evaluation. Research shows that the structure model of road transport modernization embodies the interrelated and interactive relationship among subsystems in road transport, which provides valid supports for the modernization of road transport. Evaluation method can precisely follow the historical process and development of road transport modernization, provide timely diagnosis of the obstacles, and thus offer effective decision support for the industry.
