The brightness changes at freeway tunnel entrance and exit have an effect on the physical and psychological conditions of drivers. It is more conducive to examine driving safety with quantitative analysis of such characteristics to determine the speed limit sign locations at tunnel sections. In this study, the physical and psychological effects of drivers on traffic sign recognition are analyzed. As a support, experiments with the assistant of Eyelink-II Type eye movement monitoring system are designed to collect drivers’ characteristics data. The typical eye movement indexes “Fixation duration” and “Eyeball rotating speed” are selected to represent drivers’ mental load and visual characteristics. A speed limit sign location model is further established by exploring driver’s visual recognition process and recommended values for locating speed limit signs under different driving conditions are given. A model application on Panlong Tunnel in Ji-Qing Freeway is finally presented to generate helpful improvement suggestions.
