Speed limits are necessary to ensure mobility of highway users while preserving highway safety. Setting a speed limit is an important public policy decision that must take into account a variety of factors including safety, economic productivity, energy, and environment. The paper presents a review of pertinent issues related to possible changes in speed limits with particular reference to the United States.
