Expressway is a rare public resource with scale effect. China's expressways have been criticized for the exorbitant cost of their tolls in recent years. The paper addressed the problem of China's expressways toll policy, based on analysis of expressways' function and current situation. Compared with toll policy of other countries' highways, the toll policy objective of China's expressways was concluded. To set up new framework of expressways toll policy, five factors were considered. They are properties and purposes of tolling, toll rate, toll period, operation and supervision of expressway investment, and, coordination and development of road network. Four toll policies were studied and compared in terms of toll rate reduction, road network development consideration, investment risk control, complexity of operation, and implementation feasibility. Finally, toll policy fit for China's expressway was recommended, and some suggestions about future expressway development were supplied.
