Reverse Supply Chain (RSC) plays the most challenging and strategic role in the manufacturing industry and the net programming for RSC contributes greatly to the enhancement of its competitiveness. This paper firstly sheds light on the definition of RSC, and then makes it clear that the periodicity for decision-making and the high uncertainty of decision-making factors are the very essence of RSC. Based on the existing problems and the essence, the FOI-CA-PE model for the net programming of RSC is devised, and the new methods of RSC net programming are introduced as well.
