The importance of finding a location for road freight hubs is discussed in this paper. By turning the transport unit cost of freight and the transport amount from zones into fuzzy parameters and taking the capacity of the hub constraint into consideration, a fuzzy chance constrained programming model focusing on freight hub-locating is put forward. Furthermore, a Genetic Algorithm is designed in which a penalty function is adopted to decrease the possibility of the appearance of infeasible. The optimal result is obtained by using the model and the algorithm, which conform to the existing situation of Gansu province.
