This article presents a new concept and its system architecture, the moving maglev highway system, in which ordinary passenger cars, trucks, and containers travel on individual smart maglev pallet vehicles. The conventional road-vehicle system has proven to have many serious problems such as environmental issues, traffic congestion, traffic accidents, high construction costs and maintenance costs, and some public opposition. To overcome these fundamental problems and to improve the quality of human life in general, it is necessary to develop a completely new paradigm of the road: one that is faster, safer, more comfortable, less costly to build and maintain, more environment-friendly, and easily integrated with the existing transportation systems. This paper introduces the new paradigm of the road: a moving highway for individual ordinary vehicles using maglev technology.
