The maritime information publishing and service system has been playing a paramount role in the information sharing along the sailing ships, port, shipping companies and marine management. Now, although the Electronic Chart Display and Information System (ECDIS) is widely used, it is not easy to understand this for the general public, especially those who without professional maritime knowledge. The emergence of virtual earth technology provides an opportunity to publish and visit the maritime information with three-dimensional (3D) express mode on internet. This paper studies the maritime information publishing methods and critical technology in the 3D virtual earth environment, and a virtual earth based maritime information publishing experimental system is developed. This paper's research can enhance intuitive and realistic experience of maritime information, and improve maritime information services capability facing the public. It can also provide the basic research and exploration for the construction "Digital Marine".
