Recently, research on the planning and argumentation of three cross-strait projects (Qiongzhou, Taiwan and Bohai strait) in China has attracted more and more attention by Chinese governments and some research institutions. The beginning of this project gives us two implications: one is that the rapid development of Chinese economy has brought out new demands for the construction of important transportation infrastructure. On the other hand, the realization of "harmonious society" needs to discuss the question more comprehensively. In order to make certain what is the critical conflict on the aspect of value judgment and what is the critical obstacle on the aspect of technical evaluation, this paper enumerates and analyzes the opponent viewpoints combining with the decision-making tendency of saving resource, protecting environment, keeping social justice in transportation planning, the paper points out that the essence of argumentation for the channel in earlier stage can be regarded not only as a forecast, but also as a adjustment and control of the regional social, economic and environmental system. Therefore, the paper designs a framework for strategic impact analysis of channel, taking Qiongzhou Channel as an instance, discusses the impacts by the decision-making of the project on the tendency of dynamic system development.
