This paper puts forward the concept of Mass Rapid Transit including the existing rail transit system and the BRT system. For the Mass Rapid Transit planning framework study, on the basis of a detailed overview of research results at home and abroad, we will design a planning macro framework with coordinating the Mass Rapid Transit and conventional bus transit, and set up a basis of the macro framework for coordinated planning theory, integrating application of the bi-level programming theories and optimization methods. So, basing on the improving the bi-level programming theory, to address the key technical issues of the coordinated planning as much as possible, forming the macro-theoretical system for Mass Rapid Transit system planning. And finally it gives a probably solution method of the model.
