Passenger rail services provide many transfer route options, but it is difficult for a passenger to choose the best one to meet his travel need. This paper aims to develop a transfer route choice model for railway passengers that maximizes passenger utility, based on their income levels. First, we simplified the design of the passenger transfer service network according to the train time table, then established a passenger utility function; next, we extracted the problem of transfer options to the short path problem, based on the transfer service network. This paper analyzes travel time, travel cost, comfort level, and departure and arrival times. It uses a quantitative approach to measure each factor, and devises a transfer service choice model based on the utility maximization. The model algorithm is solved by the K-short-path. Finally, the model is proved feasible and effective using a real-world problem.
