Based on the new hypothesis, this paper puts forwards the optimization model of urban transit operations. The new objective function of the model is to minimize the sum of user and operator cost. It is a function of many decision variables such as arrival time, departure time and headway etc. This paper proposes a new method to optimize those parameters using generic algorithms. Finally, the methods mentioned above are applied to the actual urban transit operations of two public transportation routes in Changchun City.
