To accurately determine pavement bumping, acceleration is proposed as an intermediate evaluation index. The equation of the ratio of vibration acceleration to the International Roughness Index (IRI) is built based on the kinetics equations of the quarter car model, and the influence of wavelength and driving speed on the ratio of vibration acceleration to IRI is analyzed. Statistical analysis of the ratio of vibration acceleration to IRI is conducted, and feasibility conditions of determining pavement bumping by IRI and thresholds are proposed. Finally, the method is validated by the experiment. The result shows that for driving speed in 70–90 km/h, IRI can be used as an evaluation index of pavement bumping. For driving speed between 60 km/h and 100–120 km/h, IRI can be used as an auxiliary evaluation index. For driving speed in 20–50 km/h, IRI cannot be used as an evaluation index.
