Dallas Water Utilities (DWU) provides water services to approximately 2 million people in Dallas and nearby communities. Large diameter pre-stressed concrete cylinder pipelines (PCCP) convey water from seven different resources to three treatment plants. The transmission mains are critical supply lines, and maintenance of these infrastructures is challenging. After one of the pipes in the White Rock pipeline failed in 2001, DWU initiated a proactive condition assessment program. Thereafter, DWU utilized RFTC technologies to quantify and locate broken, pre-stressed wires in each pipe segment of their pipelines. Performing condition assessment of these pipelines with RFTC typically requires the utility to completely de-water the pipeline for internal inspection. In early 2009, DWU experienced a failure on their 84" Tawakoni pipeline. The contractor quickly mobilized an emergency RFTC inspection with a robotic inspection vehicle, successfully inspecting 8,000lf of the pipeline while requiring only one access point to be de-watered. Right after the emergency inspection DWU immediately requested that the remaining 13 miles to be inspected. The 72" Simpson Stuart Supply Main is a critical pipeline, providing treated water to the southern part of Dallas. Raw water is pumped from the Lake June Pump Station and is treated at the East Side Treatment Plant. Treated water is then conveyed through the pipeline under the Trinity River, to the South Cliff Pump Station. The ability to perform condition assessments under river crossings is critical for Water Utilities to maintain the integrity of their pipelines. This paper, presented jointly by DWU and the contractor, presents the experience of the project and identifies what the city learned about this essential asset.
