Historically, traffic flow has been separated by traffic signal to achieve the purpose of controlling traffic effectively, which has led vehicles to change speed frequently and increased fuel consumption in intersections. The applicability of the existing road network fuel consumption calculation method was analyzed. The behavior characteristics of vehicles at signal intersections were analyzed. The macroscopic fuel consumption calculation model of signal intersection was established including green light period and red light period. The optimized lowest fuel consumption signal control process of intersection was put forward. The traffic simulation experiments on signal intersection were carried out by VISSIM. Then, the fuel consumption during the simulations were calculated by the macroscopic fuel consumption calculation model. The results showed that the minimum delay timing plan was not the best on saving fuel, and the method put forward in this paper was better.
