Traffic volume is currently increasing, directly causing increases in traffic congestions and traffic accidents. The actuated signal control is adopted to reduce congestions and to ensure fast and highly efficient travel. In order to better understand the implemented effects, an empirical study was conducted in Madrid and data were collected from the road of Hermanos Garcia Noblejas. The implemented effects and applicable condition of actuated signal control are studied by inspecting the field application and analyzing simulation results of the different intersections under actuated signal control and fixed time control. The simulation results show that at complicated and large intersections, it is better to use the fixed time control. At small or medium sized crossings, the application of actuated signal control can reduce the delay and emissions. It is also recommended for use at small and T-shaped intersections by comprehensively considering the pedestrians and vehicles. Urban managers and decision makers could benefit from deeper understanding the implemented results of actuated signal control.
