Port engineering brings together many traditional specialties of civil engineering. Difficulties related to freezing temperatures, snow accumulation, and extended darkness compound the challenges of geotechnical, structural, architectural, mechanical, electrical, transportation, and coastal engineering in designing and operating sea and river ports. Previous guidance on cold regions aspects of port engineering has appeared in scattered conference papers and subdivisions of a few general port engineering references. The ASCE Technical Council on Cold Regions Engineering has initiated compilation of a monograph on cold regions port engineering. This paper highlights aspects of cold regions port engineering to be discussed in more detail in the completed monograph. Priorities for future research and development are discussed in light of growing pressures worldwide to develop and export by sea mineral resources of the far north.
