With the deployment of Advanced Traveler Information System (ATIS), how to collect dynamic traffic information effectively has become an important part of the system. In the paper, floating cars (FCs) equipped with GPS receivers automatically collect time, local coordinates, and speed at regular sampling periods. First, the sample size of floating cars is discussed and a probability model is analyzed considering speed estimation accuracy. Secondly, speed data collected is used to estimate link average speed on freeway using self-adaptive exponential smoothing method. Finally, the performance of the method is discussed based on the data of Chengyu freeway in 2005.
