Combined with the state of domestic urban transport development, the internet of things technology (IOT) and transportation industry development trends were analyzed, analysis of the breakthrough focus to develop ITS under IOT; the future transport development pattern was proposed. Used information collection system for IOT, it has good interactive interface and improves the function modules, which can be deployed in different scenarios to realize automatic acquisition and terminal handling. On the basis of information collected analyzing the relation between Rail Traffic train plan and transfer plan, taking into comprehensive consideration Rail Traffic economy benefits and passenger service quality, this paper builds a mathematics model of passenger transfer plan and puts forward the optimized algorithm based on the block-encoded improved genetic algorithm. The proposed algorithm is able to work out passenger transfer plans rapidly and accurately, and provides references to passenger flow optimum alternatives.
