With the accelerating process of urbanization, the situations where urban rail transit runs overload at peak hours always happen. So it's necessary to do research on the reasonable capacity load level of urban rail transit. This paper contains line section and station capacity these two aspects. Firstly, it analyzes capacity load level of line section at peak hours on weekdays by calculating the carrying capacity. Secondly, this paper applies the deterministic queuing theory to set up a mathematical model on evacuation capacity of transfer story devices. For example of the Metro line No.2 and the People's Square Station in Shanghai, the result proves that the reasonable capacity load value of line sections is 0.75 or so. By using the evacuation capacity model, the minimum service rate under the condition that the evacuation capacity reaches its maximum can be calculated. The actual evacuation capacity of the People's Square station is close to its maximum which accords with observational results.
