Integrated fleet dispatching, which means solving both "airline fleet assignment (AFA)" and "tail number assignment (TNA)" problems together, is a trend in airline industry. Based on domestic airline operational characteristics, an implementation technique to solve integrated airline fleet dispatching problems is presented in this paper. Detailed study contents include: (1) Proposing an "airplane-flight pairing assignment cost" guideline to evaluate the fleet dispatching scheme quality; (2) Developing a "flight pairing connecting network model" to describe integrated airline fleet dispatching problems; and (3) Constructing an heuristic algorithm based on a simulated annealing algorithm. Simulated tests proved the feasibility of the techniques. This research can help domestic airline improve operational control management.
