Currently, fire disasters, traffic accidents, urban inundations, earthquakes, tsunamis, and terrorism attacks frequently occur, which make society gradually pay more attention to coping strategies and management of emergencies. Meanwhile, as a key component in the urban road traffic system, inter sections have turned out to be the point restricting the whole road network capacity. In the background of a serious emergency, this paper applies the Dijkstra algorithm to optimize the route and uses MATLAB to process the simulation experiment considering road delays and swerving delays at intersections. Therefore, in an emergency, the optimal route from the origin to the destination can be determined to benefit driving, enhance traffic capacity, and relieve congestion. Finally, the paper uses a road network near Wuhan Yu Jiatou as an example, and through comparative analysis of three schemes, concludes that impedance is an essential factor influencing the shortest route in an emergency.
