Florida is a popular destination for tourists, retirees, and immigrants. In traffic safety, it is a state with the second-highest number of vulnerable road user (VRU) fatalities in the United States. The safety and law enforcement communities are developing interventions aimed at improving the safety of vulnerable road users. To maximize the benefits of these products and programs, the responsible agencies must know the patterns of such crashes in their jurisdictions and their major causation factors. This study seeks to understand the patterns of VRU crashes and identify the key causation factors. Time series analysis, pivot charts, and a 2-STEP spatial screening technique were used to determine the temporal and spatial distribution patterns of VRU crashes, identify high crash locations, determine the key causation factors of VRU crashes, and characterize land use features associated with VRU crashes. The results can help decision makers formulate funding distribution plans and enable local safety staff to choose appropriate location-specific countermeasures to systematically reduce VRU crashes.
