Risk-based safety management is an advanced and popular theory in the field of management and engineering. It is widely used to guarantee the function safety of safety-related systems. Safety is one of important goals of railway system and risk-based safety management can insure the safety of railway system effectively. This paper introduces the conception of risk-based safety management, studies the whole process and related tools and techniques and discusses some key points combining with the particularity of railway system.
