This paper investigates the application of dynamic managed lane on expressways in a vehicle-road cooperative environment as a response to traffic congestion. The serious imbalance between traffic demand and traffic supply is the most fundamental cause of traffic congestion in cities. To alleviate this problem, the paper analyzes successful cases of the foreign managed lane and aims to figure out whether dynamic managed lane can replace the traditional general lane through the technical scheme of the vehicle-road cooperative algorithm. This algorithm calculates the capacity of each lane based on the different lane flows given by the traffic flow devices. The number of lanes of each type is then adjusted to achieve improved traffic efficiency. This paper concludes that the dynamic managed lane effect is significant when traffic flow is between 900 and 1,300 veh/h, and the traffic congestion problem would be significantly improved.
