Control delay is a key performance measure for evaluating the level of services of signalized intersections. The existing empirical data-driven methods are difficult to determine the average control delay precisely and efficiently. This paper presents a semi-automatic processing approach to quickly measure average control delay using surveillance video data. On the basis of the vehicle trajectories obtained using video processing techniques, three critical points along the vehicle trajectories are extracted manually: the first two critical points are before the vehicle decelerates to determine the stable driving speed of the vehicle, and the third one is after the vehicle completed the acceleration to resume the stable speed of the vehicle. Using the coordination of these three critical points, the control delay for each individual vehicle can be estimated. The approach is verified in an intersection of Shanghai. The results show that the average control delay can be properly measured with relatively short computation time and low cost.
