To overcome some shortcomings, such as the short of information and inconvenience of management in urban rail transit system, an Emergency Preplan Exercise Management Information System (EPEMIS) is developed. The basic data management, design and function design of this system is introduced. Hereafter, the mass passenger flow of emergency exercise is operated in Shanghai Station, Metroline1 of Shanghai URT; and the decision-making validation and effectiveness are proved in the case study.
