Because of the limited application of traditional evaluation methods, an Improved Analytic Hierarchy Process (Improved AHP) method is put forward. First, the expert experience weight vector is achieved according to the given experts' experience value; then, the integrated expert weight vector is determined by the integrated error ratio. Finally, the integrated index weight vector is achieved by the optimization of the original index weight vector and the integrated expert weight vector. Two supervision units on highway projects are used as examples to examine the Improved AHP method. The evaluation results using the Improved AHP method are in agreement with the actual situation.
