The goal of this study is to find out how freeway tunnel lighting impacts traffic safety. Data were collected from a simulation model of VISSIM. It was found that a vehicle drives at a steady speed without a noticeable fluctuation in the middle of the tunnel so the studied segment of the tunnel should be surrounding the entrance and exit area of freeway tunnel. Surrogate index of speed differences between sections was used to estimate the traffic safety level instead of accident index. Guo's model was compared with the data analysis results. It demonstrated that Guo's model suffered from one drawback: the model was developed without taking account of speed variation just as vehicles enter and leave the tunnel. In order to give a comprehensive understanding of lighting impacts on safety, an improved model was developed to account for the speed difference of sections and to create a compound lighting index throughout the entrance and exit area of freeway tunnels.
