Urban CBD with agglomeration effect is where social and economic activities are concentrated. The degree CBD road network capacity meets travel demand of urban residents is reflecting general traffic operation level of a city. This paper has analyzed urban CBD traffic operation data of Ningbo and calculated urban CBD road network capacities under three traffic operation states (smooth, transient and jam states) while giving consideration to time and space characteristics of residents trips. Moreover, this paper has come up with a suggestion to increase dynamic road network capacity and relieve urban CBD road jam after studying interactive relationship between traffic management efficiency and road network capacity. Finally, this paper has pointed out targeted suggestions for improving the bottleneck and strategy for optimizing the road network.
