Travelers’ mode and route choices are considered to be stochastic under elastic demand based on the generalized cost function. A hierarchical logit model is used to describe commuters’ mode choice behaviors, and the mode choice equilibrium equations are constructed. Furthermore, the optimal rail transit fare and pricing strategy are discussed under the combination travel model. It is shown that setting the proper fare system can achieve the greatest net benefit for the system.
