The safety level of railway transportation is one of the most important factors influencing transportation quality. This paper analyzes the occurence mechanism of railway transportation accidents, the safety level in different states of control elements with "people" and "the thing" as system safety state control elements. And based on this, the paper makes safety adjustment suggestions in different states of control elements, with reference to actual railway transportation accident analysis.
