According to the features of transport enterprises, its safe investment is classified in six major projects: vehicle safety, the station's security, safety education, safety personnel, labor protection, and safety management. And the enterprise safety effectiveness is based on the six major categories of safe investment through three system elements including personnel, safety facilities and management, and then a safety system structure is formed. According to safe investment theory, as the investment increases, the same transport enterprise safe investment will lead to lower increasing speed of safety effectiveness. Therefore the derivative of weight function is changing with the changement of investment. Combined with AHP and the features of transport enterprises, the weight function is calculated out, and eventually the safety effectiveness of different portfolio is achieved, which is the function of the safe investment. As the transport enterprises' investment is limited, and then decision-making model is established by combined safety effectiveness functions and the constraints of the enterprises investment projects. Finally, an example is given, to verify with constant weight, it can be seen that investment results of the weight function is better.
