This paper describes a study where the modal choices of potential users of two new light rail systems, Luas in Dublin and Tramlink in Croydon, were examined. The decision-making processes behind these people's modal choices were explored using the Theory of Planned Behaviour. In the course of the analysis of these processes, factors that play a role in determining people's modal choices were identified. The paper concludes by making some recommendations about how to influence modal choice and to improve the success of new urban public transport systems in the future.
