This paper is focused on a method, the route-choice model (RC model) for commuters, which computes the optimal route for a high traffic flow of commuters and optimizes nonlinear coordinated traffic signal timing plans in a square area. This method of designing a turning green wave is based upon the design procedure of a straight green band. Taking traffic data collected in Huilongguan of Changping District in Beijing as an example, it distributes the traffic flow of commuters into several routes respectively and gets the reports of network performance using VISSIM simulation model. The optimal route is chosen based on comparative analysis of the methods of effectiveness (MOEs), such as average delay, bandwidth efficiency, etc. The simulation results show that the proposed scheme is consistent with the RC model, which verifies the effectiveness of the RC model for the grid road network.
