The primary objective of this research is to offer credible and specific suggestions for improving cycling environment based on the perception of bicyclists. A field survey of cycling was conducted in Shanghai, China. Bicyclists’ degree of satisfaction, and infrastructure-related and traffic-related information was collected. An ordered logistic model was established to find contributing factors influencing cycling environment. To quantitatively show the impacts, marginal effects were estimated for each variable. No physical separation between motorized vehicles and bicycles, high vehicle flow rate, high bicycle flow rate, commercial area, bicycle or vehicle parking, narrow bicycle lane and narrow sidewalk significantly have negative impacts. Measures on these factors are urgent and important. Combined with Street Design Guidelines of Shanghai (2016) and Guidelines for Urban Pedestrian and Bicycle Traffic System Planning and Design (2013), some specific suggestions on planning, design and management for cycling environment to Shanghai were offered.
