Based on train traveling network, the income of railway department and passengers' traveling cost are analyzed. Combined with passengers' traveling psychology, passengers' traveling cost is changed into satisfaction. Integrated optimal model of passenger train stopping plan is built from railway department and passengers. The model shows the passenger initiative of choosing trains. Genetic algorithm is designed through analyzing the model. The algorithm adopts coding mode based on station, and avoids illegal schemes.
