This paper discusses the situation in transportation safety of China and difficulties that the railway faced. A series of measures, such as strengthen safety foundation, better interface management between operational and facilities departments, adoption of safety equipment, taken by the Ministry of Railway in the past a few years and safety problems appeared in the environment are well analyzed in this paper. At last, a general framework for China railway transportation safety security system towards 21st century is advanced and some practical suggestions related to railway safety management are put forward.
