With the rise of urbanization, efficient commuter transportation systems between urban and suburban areas are necessary. Suburban railways are an effective alternative transportation method. Studying how to determine a reliable train operation plan is critical in order for suburban railways to better adapt to commuter passenger flow. We propose a formulation method of the suburban railway train operation plan, including the types of trains, sections and intersections, the number of trains, and the stop plan. Then we establish a suburban railway line stopping schedule plan model with the goal of minimizing passenger travel time. The model is verified by the example of the new suburban railway. The results further prove the feasibility of planning the express train and local stopping schedule on new suburban railway lines to serve commuter passenger flow.
