With the growth of the economy and trade at home and abroad, container transportation plays an important role in the international trade in freight; however, problems of empty container transportation are prominent day by day. For example, empty container transportation quantity keeps increasing and presents a high degree of transport difficulty and rising cost. Empty container transportation determines the degree of utilization of the container and cargo can be boxed and sent in a timely manner, therefore how to reduce the empty container allocation effectively and reasonably organization of transportation have a direct impact on economic efficiency and competitiveness of the enterprise. This paper describes the current situation of the international allocation of empty containers, analyzes the cause of empty reposition, and then comes up with the strategy of reducing empty reposition. First to guarantee the transport of heavy container, according to the relationship between supply and demand of empty containers to establish the transportation problem of linear programming model, to determine whether the requirements ports need to adopt the way of leasing or not and transport quantity of empty containers to each port and the transporting line with tabular method. This way we can reduce the total transportation cost to its lowest point.
