In this paper, based on the traffic design and control theories and combined with the traffic flow characteristics in China, the classification of traffic design schemes were summarized using the methodology of Decision Support System (DSS). Then the function modules, data structure, core models of the Traffic Design Computer Aided System for Urban Road Grade Intersections (TDCAS) were expounded in detail. Finally, a case study was used to prove the practicability of the software.
