Severe load restrictions on ammunition trains resulting from load rating were delaying the design of repairs to the timber wharves at Piers 3 and 4 at Naval Weapons Station (NWS), Concord, California. To keep the project moving, the designer proposed a full-scale pile load test to the Navy. Once the proposal was accepted, a test program was developed utilizing a large-capacity derrick barge and water filled tank that was completed within a month. The test proved the full design capacity of the piles.
