With rapid economic development and the increasing number of vehicles in urban areas, imbalanced parking supply has become a problem. Managing parking fees can alleviate some of this problem. Floating parking fees, based on demand, can be adjusted dynamically to use parking resources effectively and to reduce road traffic congestion. This study uses Beijing’s Jiulongshan business district, and SP (stated preference) and RP (revealed preference), investigates parking behavior, parking choice preference, parking use rate, and floating parking fees under different scenarios. The intention of curb parking under floating parking fees is obtained. An MNP (multinomial probit) model was established to explore the factors influencing parking choices, the relationship between parking behavior and parking fees, and the distance to destination and the use rate of parking spaces. The research conclusions have reference value for analyzing parking behavior and for applying floating parking fees.
