In order to predict and analyze the attributes of macro traffic flow on road network and micro traffic flow at intersection accurately during traffic impact assessment (TIA), a method of combining traffic volume distribution model with traffic simulation was developed. First, based on Geography Information System (GIS), Voronoi diagrams were used to traffic analysis zone (TAZ) partition, and the attribute data was also partitioned correspondingly. Then, multiplicative competitive interaction (MCI) model was adopted to estimate the new OD matrix. As a result, the output of traffic demand model can be input to micro traffic simulator directly to simulate and analyze the micro traffic flow. Finally, a numeric test was done to show the validity and accuracy of the presented method.
