Using a traveler’s travel mode choice behavior as the research subject, we assumed that there are two travel modes, car and subway. Considering the randomness of the traffic state at different times and the limitation of traveler information processing capacity, this paper internalizes the traffic state and information cost, and establishes a travel mode choice model based on rational inattention theory. We begin with a single traveler and then extend the model to a system composed of multiple travelers and study the travelers’ choice of travel mode at different departure times. It is found that when a traveler acquires more information, the traveler will change their preferences along with the change of traffic state and choose a travel mode with lower travel costs. When there is less information available, the traveler’s choice tends to initial preference and fails to pay attention to travel mode with lower travel costs.
